2.1.4 display error

so, I been using smf forums a while now, usually on a commercial host but I have migrated my entire game development network over to my own hosts and am having a display error... I have seen this error before on my HostGator site but reloading typically resolves it but on my own server it remains. my site specs are as follows...

Windows 10 Pro x64
SMF 2.1.4
PHP 8.3.12

the site address is "bbs2.arcticzonebbs.net/forums"

it seems to display what looks like an old mobile http site, i could be wrong.
any help you can offer i would appreciate. probably a setting overlooked somewhere.

scanning my logs all i could find was this one

"Type of error: Cron
Error message Select Expand
2: fsockopen(): Unable to connect to ssl://data.iana.org:443 (Unable to find the socket transport "ssl" - did you forget to enable it when you configured PHP?)"

and it repeats elsewhere like..

so maybe a ssl error? im just reaching out for some help, will continue investigating.

Sounds like you need to run repair settings - https://wiki.simplemachines.org/smf/Repair_settings.php

You may also need to setup SSL on the new host looking at the errors produced.

Check your PHP.ini or post here if you can might have some clues might be missing a setting/extension.
