No option to add attachments in Test forum

I notice there is no option to test attachments in the Test forum here.
Is that intentional?

Looks to be intentionally restricted permissions. Makes sense because that board is unpoliced and you don't want people posting attachments that would have to be reviewed in the recycle bin if they're inappropriate.
