After reply of any post for specific board will not go on top

I am searching for a mod where I can set permission for reply. Suppose that a board had 20 post. A user replied a 17th post it will up to the 1st post and after that an another user came and replied a 14th no. post then the 14th no. post up to the 1st place and the 17th no post move to 2nd place.

I don't want this function i.e. if any user replied any post then post will not move up to the 1st place.

set it so the boards are ordered by first post 'desc'
