i do hope you are upgrading a test install and not your live install.

use the files here https://github.com/SimpleMachines/SMF2.1/archive/release-2.1.zip the upgrade files are in the other folder, move them to the root folder and run upgrade.php again.

I tried the link https://github.com/SimpleMachines/SMF2.1/archive/release-2.1.zip but the error still happened...

did you copy over the upgrade.php file and the sql files from the other folder? if not you did not follow the directions i told you.
