How to pin/stick a thread?

Even as admin I can't seem to find it. Also, is this a permission that can be given to moderators?

there is a permission "Make topics sticky" also when you create a thread click the link "attachments and other options" which will give you the ability to sticky and several other functions. in your profile you can also enable quick moderation function on the topic index and sticky threads that way.

Admin>> Forum>> Posts and Topics>> Topic Settings... check the box to enable sticky topics.
